At the request of the Council of Ministers of Luxembourg on 23 December 1987 H.R.H. The Grand Duke Jean of Luxembourg has formally and duly recognized the "Foundation of the Order of St. Lazarus" (Fondation de l’Ordre de Saint Lazare) as an "établissement reconnu d’utilité publique" in the Grand Dutchy.
At that time the Foundation was headed by the President of the European Court of Justice, H.G. Lord Alexander John Mackenzie Stuart.
